6/9/2026 - Employment Opportunity: Part-time Human Resources Generalist

The Town of Southbury is seeking an experienced Human Resources professional to maintain the Town’s human resources functions including policies, programs and practices, onboarding, recruitment and separation, compensation and performance evaluations, personnel issues, labor relations, and legal compliance.

Pay Range: $35-$50 per hour

Hours: 24 hours a week and Fridays off, flexible schedule

Duties and Responsibilities

  • Maintains a compensation plan by conducting periodic pay surveys; scheduling and conducting job evaluations; working with the Fiscal Office in preparing compensation budgets; monitoring and scheduling individual compensation increases; recommending, planning, and implementing compensation structure revisions.
  • Monitors the Town of Southbury employee compensation by assessing current compensation of similar positions and hours in towns of similar situation. Makes recommendations for adjustments to Department Heads and/or Town leadership.
  • Ensures planning, monitoring, and appraisal of employee work results by training Department Heads to coach and discipline employees; schedules departmental conferences with employees; hears and addresses employee grievances.
  • Maintains the work structure by updating job requirements and job descriptions for all positions by working with Department Heads to determine position duties; assists in the development of improved organizational design of town departments.
  • Maintains departmental staffing by establishing a recruiting, job posting, interviewing, onboarding program; counseling Department Heads on candidate selection; addressing separations by conducting and analyzing exit interviews, offboarding, coordinating equipment return; recommends changes; considers employee retention.
  • Prepares town employees for assignments by establishing and conducting orientation and training programs.
  • Maintains employee benefits programs and informs employees of benefits by studying and assessing benefits; studying needs and trends; recommending benefit programs to management; directing the processing of benefit claims; working with the Finance Department in evaluating benefit contract bids; participating in determining award of benefit contracts; designing and conducting educational programs on benefit programs.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting or overseeing investigations; maintaining records; possibly representing the Town at hearings. Conducts Human Resource Audits as required.
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Assists in the staffing and employee aspects of the Strategic Plan and budgeting; development of change strategies.
  • Participates in collective bargaining as needed.
  • Maintains human resources records, current and historical; prepares reports.
  • Maintains professional and technical knowledge through continuing education.

Required Qualifications (Minimum)

Bachelor’s degree in Human Resources or closely related field, and five (5) years increasingly responsible experience in Human Resources or Masters Degree in Human Resources with four (4) years increasingly responsible experience, or seven (7) years’ experience which demonstrates possession of the required knowledge, skills, and abilities. PHR or SHRM-CP certification.

Preferred Qualifications

SPHR, SHRM-SCP Certification, Paycom knowledge, municipal/public sector experience.
