The Town of Southbury is hiring a full-time Tax Collector to manage the Tax Office. The position is 35 hours/week and offers a comprehensive benefits package. Salary is commensurate with experience. This position supervises revenue collection activities and is responsible for billing and collecting all current and delinquent tax revenues.
Responsibilities:
- Manages the billing and collection of real estate, motor vehicle and personal property taxes
- Records and deposits tax payment revenue and ensures proper records and reconciliations are maintained
Prepares for tax bill issuance by updating addresses and processing certificates of correction
- Implements collection procedures in accordance with local ordinance and State statutes including filing of tax liens and suspension of permits
- Supervises department staff and ensures efficient office operations
- Prepares tax warrants and initiates tax sales and foreclosures
- Develops and manages department operating budget
- Reconciles monthly tax receipts and disbursements to bank
- Works closely with the Finance Department on monthly deposits, closeouts, and external audits
- Manages communication with taxpayers, mortgage companies and banks on unpaid balances and overpayments and issues refunds when necessary
- Coordinates with the Assessor in recording of new or amended property information and the CT Motor Vehicle Department regarding changes of vehicle ownership and delinquent taxes
Knowledge, Skills and Abilities:
- Knowledge of municipal tax collection and accounting processes and procedures
- Skill in interpreting and analyzing data and preparing complex spreadsheets and reports
- Strong computer technology skills and experience with tax software and Microsoft Office products
- Ability to provide excellent customer service and communicate effectively with colleagues and the general public
- Ability to interpret and comply with laws and ordinances governing tax collection procedures
Required Qualifications:
- Bachelor’s degree in Business Administration, Finance, Accounting or related field and at least three years of related experience. Equivalent combinations of experience and education may be considered. Must have CCMC certification or obtain within one year of hire.
